Instructions
- Preheat your oven to 350°F (175°C) and grease a baking dish.
- In a large bowl, mix together sugar, cocoa powder, flour, baking powder, salt, vegetable oil, and water until combined.
- Fold in chocolate chips until evenly distributed.
- Pour the mixture into the prepared dish and bake for 25-30 minutes or until a toothpick inserted comes out clean. Let cool completely.
- Whip heavy cream with powdered sugar until soft peaks form. Spread over the cooled brownies.
- Chill in the refrigerator for about an hour before serving.
